Born in Presteigne, Radnorshire, ca. 1648/9. Son of Richard Lucas. Matriculated at Jesus College, Oxford, in 1665, when he was sixteen. Graduated BA in 1668. Proceeded to MA in 1672; incorporated at Cambridge in 1677. Master at the free school of Abergavenny, Monmouthshire, ca. 1670s. Appointed as a preacher in the diocese of London in 1676. Published "Practical Christianity" in 1677. Vicar of St Stephen, Coleman Street, London, 1678-1715. Lecturer of St. Olave, Southwark, 1683-ca. 1700. Despite failing eyesight, he continued preaching and publishing devotional works. Created BD and DD in 1691. Prebendary of Westminster, 1697-1715. President of Sion College in 1701. Married to Anne and was survived by three sons, including Richard (1692/3–1747) and William (1702/3–1753) who also became clergymen. Died at Westminster on June 29, 1715.
