Gouge was born at Ipswich and educated first by his father (an ejected clergyman, Robert Gouge) and subsequently in the Netherlands. He became pastor of the English church in Amsterdam before returning to England about 1688, where he led a meeting at Three Cranes, Fruiters Alley, Thames Street. In 1694, he was appointed a lecturer at Pinners' Hall.
