Raffles was ordained in 1809 in Hammersmith before moving to Liverpool, where he became preacher at the new Great George Street Chapel. As the congregation grew, Raffles took on many leadership roles in Congregationalist circles in Liverpool and the neighbouring areas. He also collected many manuscripts related to Congregationalism, and wrote poetry and hymns.
