Born ca. 1594/5. B.A. (1614), M.A. (1617) from Clare College, Cambridge. Curate at St Peter Mancroft, Norwich from 1631 until c. 1636. Rector of St Laurence, Norwich from 1654 until his death in 1655. In 1646, Carter joined six other ministers to ask the Norwich city assembly to adopt Presbyterianism.
