Precise date of birth unknown. Williams matriculated at Magdalen Hall, Oxford at age 17 in either 1651 or 1653, so he must have been born sometime between 1633 and 1636. B.A. (1655) and M.A. (1658) from Magdalen Hall. D.D. (1690) from Cambridge. Rector of St Peter, Paul's Wharf, London, 1660. Perhaps rector of Wrotham, Kent, 1662-1680. Rector of St Mildred Poultry and St Mary Colechurch, both in London, 1673-1696. Became chaplain to King William III c. 1689. Prebendary of St Paul's, beginning in 1683, and of Canterbury, beginning in 1692. Bishop of Chichester from 1696 until his death in 1706.
