Precise date of birth unknown, but Owen matriculated at Queen's College, Oxford in 1631 at age 16. B.A. (1632), M.A. (1635) from Queen's College. Rector of Fordham, Essex, beginning in 1643. Rector of St Andrew Undershaft, London, at some point. Dean of Christ Church, Oxford, 1651-1660, and Vice-Chancellor, 1652-1657. Created D.D. in 1653. M.P. for Oxford University, 1654-1655. After being removed from Christ Church following the Restoration, he was later minister of the congregational church at Leadenhall Street, London.
