B.A. (1675) and M.A. (1678) from Trinity College Dublin, and fellow there beginning in 1677. Vicar of Finglas beginning in 1681. Along with William King, he administered the diocese of Dublin after Archbishop Narcissus Marsh fled to England in 1689. Foley also became chancellor of St Patrick's Cathedral, Dublin in that year. Dean of Achonry and precentor of Killala beginning in 1691. Bishop of Down and Connor from 1694 until his death in 1695.
