Baptized at Great Comberton, Worcestershire on 27 October 1616, the son of Anthony Palmer. Matriculated from Balliol College, Oxford in 1634; BA, 1638; MA, 1641; ordained shortly thereafter. Rector of Bourton-on-the-Water. 1656. Rector of Bourton-on-the-Water, Gloucestershire in 1646 until ejection in 1662. Published several religious books outlining his Congregationalist theology, chief among them A Scripture-Rale to the Lord's Table (1654) and The Gospel New Creature (1658). After harassment by Royalist militia in 1660, he moved to London where he led a Baptist-Congregationalist church at Pinners' Hall. Strongly opposed the Restoration. Licensed as Congregationalist in 1672 at a house on London Bridge. Died 26 January 1678/9.
