George Atherton Aitken was born in Barkingside, Essex on 19 March 1860. He studied English at University College London, subsequently entering the civil service in 1883. In 1889, he published a two-volume biography of Richard Steele. Aitken transferred to the Home Office in 1892. In 1913, Aitken became head of the Children's Department at the Home Office. Notably, he became a Companion of the Order of Bath in 1917. He died on November 16 of the same year at the age of fifty-seven.
